iOS 9: Announcement & Release Dates
Apple announced iOS 9 firmware at the Worldwide Developers Conference held on June 8th, 2015. In this event, there was a brief preview of iOS 9 along with other announcements.
Note that announcement is different from release dates.
To repeat again, iOS 9 release dates are actual dates of the firmware release. So when you get these details, you will be able to download / install iOS 9, or upgrade to the next firmware and even downgrade.

Stable iOS 8 Release Dates: From September 2015 to April 2016
The final iOS 9.0 stable version will be released this fall worldwide. This means you can except Apple to release iOS 9 in the 3rd week of September.
